This is the second law in China to bear the title “Code,” following the Civil Code, and it marks the first time a dedicated chapter on light pollution prevention has been established at the national level, accompanied by corresponding administrative penalty provisions. As a result, the lighting industry’s long-standing development trajectory—focused on brighter, more energy-efficient, and smarter solutions—will officially expand, with enhanced controllability becoming an indispensable cornerstone.

Recently, following consultations among seven departments—including the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the State Administration for Market Regulation, the General Administration of Customs, and the National Disease Control and Prevention Administration—the “Catalogue for Compliance Management of Restricted Use of Hazardous Substances in Electrical and Electronic Products (2026 Edition)” and its accompanying documents were updated and issued via public notice. This move further expands the range of hazardous substances subject to control and strengthens regulatory enforcement.
