To the industrial and information technology authorities of all provinces, autonomous regions, municipalities directly under the central government, cities separately listed in the national plan, and the Xinjiang Production and Construction Corps; and to the telecommunications administrations of all provinces, autonomous regions, and municipalities directly under the central government:
In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council, accelerate the advancement of new‑type industrialization, build a manufacturing powerhouse and a cyber power, leverage the leading and driving role of typical cases, and promptly promote innovative practices and technological products across regions, we are now launching a centralized campaign to collect the first batch of typical cases for 2026. Relevant matters are hereby notified as follows:
I. Scope of Collection
The current call for submissions encompasses seven categories of typical cases: digital transformation case studies; nationwide electricity demand‑side management case studies in the industrial sector; high‑quality development case studies for small and medium‑sized enterprises; exemplary scenarios and case studies on green energy applications in the industrial and information technology fields; typical cases of preventing and addressing telecom and online fraud in the information and communications industry; nationwide administrative enforcement cases related to radio management; and audiovisual system case studies. Notably, the audiovisual system case studies will be jointly undertaken by multiple departments, with specific application requirements to be further clarified in a subsequent joint notice issued by those departments.
II. Basic Eligibility Criteria
(1) Applicants must be registered within the territory of the People’s Republic of China, possess independent legal person status, maintain sound financial standing over the past three years, have no major violations of laws or regulations, and must not have experienced any major or above production safety incidents or environmental pollution accidents.
(2) Cases should demonstrate strong representativeness, innovation, and replicability, offering significant reference value and promotional potential for relevant regions, industries, and enterprises.
(3) Case submissions must be concise yet precise, supported by comprehensive documentation, compliant with applicable national laws, regulations, and policies, and suitable for public disclosure.
III. Submission Procedure
Applicants shall complete the required submission materials in accordance with this notice and submit them to their respective provincial, autonomous regional, municipal, or city‑level industrial and information technology authorities, as well as to local telecommunications administrations—these entities serve as recommending bodies. Recommending bodies are responsible for reviewing and endorsing submitted materials, and must forward the recommended cases to the relevant principal divisions within the Ministry by October 15, 2026. Subsequently, the Ministry of Industry and Information Technology will organize an evaluation process and publicly announce the list of selected typical cases according to established procedures.
IV. Work Requirements
All participating units, during the processes of case submission, recommendation, and evaluation, must uphold and practice a correct view of official achievements, resolutely implement the spirit of the CPC Central Committee’s Eight Regulations and their detailed implementation rules, strictly enforce the “Several Provisions on Rectifying Formalism and Reducing Burdens at the Grassroots Level,” refrain from requiring applicants to submit duplicate materials to multiple agencies, avoid arbitrarily imposing “one‑vote veto” conditions, and prohibit charging applicants any fees whatsoever.
