New! Reading and writing desk lamps have been included in the latest edition of the “Catalogue for Compliance Management of Restrictions on the Use of Hazardous Substances in Electrical and Electronic Products.”

Recently, after consultation with seven departments including the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the State Administration for Market Regulation, the General Administration of Customs, and the National Disease Control Bureau, the "Catalog for Compliance Management on Restricted Use of Hazardous Substances in Electrical and Electronic Products (2026 Edition)" and its supporting documents were updated and released in the form of an announcement. This further expands the scope of hazardous substance control for electrical and electronic products and continues to strengthen regulatory efforts.

To reduce the use of heavy metals such as lead and mercury, as well as persistent organic pollutants like polybrominated biphenyls, at the source, in accordance with the requirements of the departmental regulation "Administrative Measures for the Restricted Use of Hazardous Substances in Electrical and Electronic Products", in 2018, the Ministry of Industry and Information Technology, in consultation with relevant departments, released the first batch of management catalogs covering 12 product categories, including televisions, refrigerators, washing machines, computers, mobile phones, etc. Except for specific exemptions, all products listed in the catalog must comply with relevant standards for the restricted use of hazardous substances. As of the end of April 2026, nearly 33,000 models of 12 types of electrical and electronic products have met the control requirements. In 2025, relevant standards for the restricted use of hazardous substances were upgraded from voluntary to mandatory. In 2026, the newly promulgated "Ecological Environment Code of the People's Republic of China" explicitly incorporated requirements for controlling hazardous substances in electrical and electronic products. To better implement relevant laws, regulations, and standard requirements, adapt to the new situation of increasingly diverse electrical and electronic products and rapid development of hazardous substance reduction and substitution technologies, the Ministry of Industry and Information Technology, in consultation with relevant departments, has revised the catalog of controlled hazardous substance products and supporting documents.

The newly revised catalog of products subject to hazardous substance control adds 23 new products to the initial list of 12. The additions mainly include: First, household and similar-purpose products that are becoming increasingly common in daily life and work. Examples include microwave ovens, rice cookers, water dispensers, projectors, portable power banks, etc. Second, emerging products with rapid iteration cycles driven by the fast development of information technology. Examples include smart bands and watches, headphones, smart speakers, robotic vacuum cleaners, electronic smart locks, servers, network switches and routers, etc. Third, products for which consumers place a high priority on safety and health attributes. Examples include electric toys primarily aimed at children, desk lamps for reading and writing tasks, electronic blood pressure monitors and glucose meters primarily aimed at middle-aged and elderly users, as well as hearing aids for people with hearing impairments. The compliance management requirements for the newly added products in the updated catalog will officially take effect on August 1, 2027.

Next, the Ministry of Industry and Information Technology will work with relevant departments to continuously optimize the top-level design of the hazardous substance management system for electrical and electronic products, increase policy promotion efforts, strengthen implementation supervision, promote technological innovation in the reduction and substitution of hazardous substances, continuously meet consumers' green consumption demands, and constantly build a strong safety and health barrier around the people.
